By creating an account you confirm that you are authorized to act for the Ukrainian company and that the information you submit is accurate. A proposal is an offer to Ukraine Reconstruction Contracting Office. The office may revise, close, or cancel a solicitation before award.

An award creates a rebuild contract under this program. The solicitation states the work, the price basis, and the period of performance that the award will use.

These terms are governed by the law of the District of Columbia, without regard to conflict-of-law rules.
