1. Register
An authorized person creates the account for a company organized in Ukraine and certifies that the information is accurate. The company starts in pending review and can upload documents immediately.
2. Document review
Contracts staff accept or reject each file. A company is approved only after its Ukrainian business registration is accepted. Suspended companies cannot submit new proposals.
3. Read the solicitation
Each notice has a number, a type (Sources Sought, RFI, RFP, or RFQ), a NAICS code, a product service code, a contract type, a place of performance in Ukraine, and a response deadline in Eastern Time.
4. Ask questions before the question deadline
Approved companies send questions from the messages page. Questions stay between that company and the contracts office.
5. Submit before the deadline
A proposal includes a technical approach, past performance, a price in U.S. dollars, and at least one file. A company may revise the proposal until the deadline.
6. Evaluation
Staff score technical approach at 50 points, past performance at 30, and price at 20.
7. Award
An administrator records the award, which closes the solicitation, marks the other proposals not selected, and opens a rebuild contract with milestones.
What strong proposals show
- Keep your ЄДРПОУ extract and ownership documents current before you propose.
- Match your proposal to the place of performance named in the solicitation — oblast, corridor, or facility list.
- Show past performance on comparable rebuild work in Ukraine, including schedule and safety outcomes.
- Price in U.S. dollars as required by each notice, and attach clear technical files.
- Use the Messages tool for questions before the question deadline.
